Development of Standard Competency Profiles (DACUM Charts) for Tertiary TVET ISCO Skill Level Three (Automotive and Electrical Technicians)

The goal of this assignment was to facilitate curriculum development for Tertiary TVET taught through TVET-A institutes in Afghanistan. The assignment covered identification of competencies in two professional profiles i.e. automotive and electrical technicians. The ultimate result of this assignment is presentation of two competency profiles (Standard DACUM charts).

The main objective of this assignment was to develop standard competency profiles (DACUM charts) for technicians in the automotive and electrical industries (skill level 3 tertiary TVET). This was performed through selection of qualified panelists from automotive and electrical companies; they were supposed to undertake a thorough job analysis according to the DACUM methodology. The produced DACUM-Charts are expected to be utilized in future for developing curricula for ISCO Skill Level 3 (tertiary TVET). This program will provide two-year education resulting in an Ostad Diploma. The overall goal for conducting DACUM workshops under this project was to facilitate development of curriculum and training materials for skill level 3 tertiary education (Ostad Diploma) for two distinct professions i.e. Electrical Engineering and Automotive technicians.

The DACUM development was performed through selection of qualified panelists from automotive and electrical companies; they were given the task to undertake a thorough job analysis according to the DACUM methodology. The produced DACUM-Charts are expected to be utilized in future for developing curricula for ISCO Skill Level 3 (tertiary TVET). This program will provide two-year education resulting in an Ostad Diploma. GIZ is planning to test training measures for Advanced craftsmen. However, the program lacks information about the knowledge, skills, traits, competencies, and tasks these Advanced craftsmen undertake, and how the formal education may help them enhance their knowledge, skills, and competencies that is mutually beneficial both for them and for the economy of the country. Therefore, through this task GIZ was seeking to identify the current qualification and competency levels of Advanced workers or technicians in the small, medium and big companies particularly in automotive and electrical engineering industries in Kabul. In addition, what qualifications they seek to achieve (the need for qualifications) and what gaps they have experienced in working for these companies. This will help GIZ to prepare a well-informed educational program for Advanced craftsmen (educated technicians) through the formal tertiary TVET sector of the country.
